Info about sustainable lawns

I have a real thing against lawns. They are essentially useless, they require large amounts of water, pesticide, and fertillizer, and in my opinion, are down right ugly. Last summer I kind of let my lawn go for a while (no mowing, no watering or chemical treatment) and it slowly, but surly began to revert to a more meadow-like environment. This drove one of my neighbors totally nuts, and he got into a screaming match with my girlfriend over it. My question is, what are the rules about what your lawn is supposed to look like? Also, are there any incentives for not using chemicals on your lawn. If not, their really should be.

I have gotten fed up with the whole thing. I killed off my lawn this winter and plan to plant vegetables and herbs in its place. Oh, and the cranky neighbor is one of those people who insist on having their lawn be totally immaculate. He uses tons of fertillizer and pesticide on it. Is there anything I can do to get him to stop or at least tone it down a bit?
